basically PMC is about profiting from security agreements with governments (being terrorized/plundered)
capturing/protecting sovereign assets (like oil fields) entitles them to a 'piece of production/output' for a set period... like 5 years or so.

Looks like the Saudis have given up trying to ever capture the capital Sanaa but if they capture the port they can cut off food to Sanaa and blackmail Houthis into leaving. It's important they hang on in the port and send all men from Sanaa to help defend port.
