I don't think I ever saw Palestinians shooting with GRAD into Israel, that's something new. Maybe the vicinity of the war that lasts almost a decade now, enabled them getting the weapon.

We, as civilized societies, should never fall into the trap of using WMD.
The problem is, and lets face it, these people are not likely to change their behavior or belief system to be compatible with the West as long as they live. Meaning they will produce offspring ingrained with the same ideas and beliefs. - Rinse and repeat indefinitely, or at least till something very fundamental happens to shake their belief system forever.
So what is the solution? Not sure, but perhaps give them a reservation ala Israel; a contained, controlled area where they can act out their believes and ways without disturbing the rest of the planet too much. A walled garden being their caliphate in a box. (I have no illusions it won't be disturbing to peek into the box).
You are right, there are civilians there although fucked in the head pretty good but they're still civilians with kids. I think Idlib will be solved with some sort of agreement through diplomatic channels. Maybe they really will grant them that space to use as they like but personally I think it would be too much of security risk. They need to be broken if they want peace looking longterm.

I wonder how many of these are needless and avoidable deaths due to the US govt's insistence on money diverted to military budgets at the expense of much needed repairs and upgrades to property/infrastructure for the people to be able to live in safety from nature.
